SOURCES SOUGHT SYNOPSIS F-35 Torlon-Tool Surface Prep Kit SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-22-R-0056DL Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. 1.1The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 333991 which has a corresponding Size Standard of 500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled VeteranOwned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: Scope 1.1 The 309th Aircraft Maintenance Group (AMXG) located at Hill Air Force Base (HAFB) has a requirement to procure three (3) Nonmetallic Torlon Adhesive Cutters 2 Layer “Lil’ ABNIR” Kits, PN: ESNSP-LA-003 to support the 570th AMXS operations. The “Lil’ ABNIR” Kit(s) will be a used to remove sealants and clean areas for installation of new nut plates. The tools designs and material combinations enhance their durability and ability to maintain a sharp cutting edge, providing a more efficient and safer method for removal of sealants without damaging the aircraft surface. 1.2 This statement of work provides the minimum requirements for the Nonmetallic Torlon Adhesive Cutters 2 Layer “Lil’ ABNIR” Kits, PN: ESNSP-LA-003 for the F-35 at Hill Air Force Base (Hill AFB). Additionally, the contractor shall provide full documentation and instructions for the acquired Nonmetallic Torlon Adhesive Cutters 2 Layer “Lil’ ABNIR” Kits, PN: ESNSP-LA-003. Total quantity requested in this effort are three (3) Nonmetallic Torlon Adhesive Cutters 2 Layer “Lil’ ABNIR” Kits, PN: ESNSP-LA-003. Background 2.1 The F-35 requires the removal and cleaning of sealants without damaging the surface around nut plate areas for installation of new nut plates. The sealant is applied over areas that are sensitive to an abrasive removal processes. Currently, sealants are manually removed with authorized plastic hand tools that did not adequately remove the sealant and are time consuming. This has led to in some instances in which the use of non-authorized metallic hand removal tools that have a high potential of damaging, scratching or gouging the surface. When damage occurs to the surface it requires an extensive rework. This is a labor intensive process which poses undue risk to the surface of the nut plate are. Historically, surface damage is due to the current stripping process and has resulted in lengthy and extensive rework. 2.2 The introduction of Nonmetallic Torlon Adhesive Cutters would allow for the remove the sealant only in the vicinity of the nut plate without damaging the surface. Additionally, this would occur faster with less manual labor being expended while operating with approved removal tools.
