SOURCES SOUGHT SYNOPSIS F-22 Coatings Removal System SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-21-R-0042DL Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The government will not reimburse any costs incurred or associated with the submission of information in response to this notice. 1.1The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 332813 which has a corresponding Size standard of 500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: Scope 1.1 The 574th program requires coatings removal around various fasteners to facilitate panel and component removal. The contractor shall be responsible for providing a portable, HEPPA device to remove existing coatings to aid in removal. 1.2 This statement of work provides the minimum requirements for the design of the blaster for the F-22 at Hill Air Force Base (Hill AFB). Additionally, the contractor shall provide full documentation and instructions for all acquired blasters. Total quantity requested in this effort is 25 units. Background 2.1 The F-22 requires coatings removal on and in all skin-installed fasteners. The coatings is applied over a composite substrate, and is sensitive to abrasive removal processes. Currently, panels are manually scraped and sanded to expose fasteners. Then, the mechanic manually picks the coatings from the inside of the fastener to aid in removal. This is a labor intensive process which poses undue risk to the composite. Historically, composite damage due to the current strip process has resulted in lengthy engineering to remediate. 2.2 The introduction of a small, backpack or standalone portable unit would allow the mechanic to remove the coatings only in the vicinity of the fastener. Additionally, this would occur with less manual labor being expended while operating within a quieter environment and adhering to Occupational Safety and Health Administration (OSHA) regulations. Product Description 3.1 The contractor shall provide twenty-five (25) small, portable, backpack style units to remove coatings from fasteners using a plastic-based media. The unit must be self-contained, meet all OSHA standards, and must include a HEPA style filter. 3.2 The Coatings Removal System should be operated by compressed shop-air through a standard type air line with an operating pressure from 50 – 120 PSI. 3.3 The Coatings Removal System should be lightweight; the Coatings Removal System should be able to be worn on the back similar to a backpack. Additionally, the unit should have the ability to free-stand to be used on lower surfaces of the aircraft. Additionally, the unit should have rubber non-scuff feet to eliminate the possibility of damaging aircraft coatings. 3.4 The unit must remove the coating material while also vacuuming the material into the unit. In this way, the unit must cover and seal to the fastener while simultaneously removing the coatings, vacuuming the media while separating the coatings and media with minimal exposure to the operator. 3.5 The unit must remove the material from the head of the fastener while also be able to clean the fastener torque slot for positive removal tool engagement. 3.6. The Coatings Removal System must have interchangeable tips to fit a majority of the fasteners encountered on the exterior of the aircraft. These include fasteners typically found on both airframe and flight control surfaces. Product Support 4.1 Must include standard commercial warranty. 4.2 Product support and maintenance to include readily available consumable parts shall be available for order (tips, filters, locators, bottles etc.). 5.
