SOURCES SOUGHT SYNOPSIS Drinking Water Machine Maintenance for Hill Air Force Base Synopsis Number: Notice Type: FA8224-20-R-DRINKINGWATERMX Sources Sought Synopsis Synopsis: NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. 1. PURPOSE The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a corresponding size standard of $8,000,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. PROGRAM DETAILS This is a sources sought for a Water Machine Maintenance Blanket Purchase Agreement (BPA) for items prepared in accordance with FAR 13.303, which can be found at https://www.acquisition.gov. The intent is to establish the BPA for a duration of five years. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of interested and capable sources of supplying water/ice machine refrigeration repair and maintenance as outlined in the Performance Work Statement (PWS). The Water Machine Maintenance BPA will be used to provide quarterly maintenance including filter changes, hose replacement and other repairs as needed to water/ice machines for the 309th Aircraft Maintenance Support Group (AMXG) at Hill Air Force Base (AFB), Utah. The information in this notice is based on the best and most current information available to date and may be subject to change. This sources sought is being issued as an invitation to all businesses, including small business concerns, that are interested in becoming a prospective Water Machine Maintenance source via BPA, to submit the information requested below. Any future Agreement issued will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation (FAR), and Department of Defense FAR (DFARS). 2.1 Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring supplies and services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. This is not a solicitation, and any requests for a solicitation will not receive a response. The Government will not reimburse participants for any expenses associated with their participation in or responses to this sources sought synopsis. 2.2 BPA calls/orders for maintenance service shall be required to be performed at Hill AFB, Utah with required service dates designated with each call/order. All BPA calls/orders shall be issued on a firm fixed price basis. A price list for maintenance of the various types of machines will be established prior to the issuance of an Agreement. It is the Government’s intent to establish a BPA with one contractor capable of providing the maintenance services required in the PWS. Individual calls shall not exceed the Simplified Acquisition Threshold, current as of the time of the call. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to add/delete contractors at any time throughout the life of the BPA. There is no minimum obligation on each call. In compliance with DFARS 252.232-7006, Wide Area Workflow Instructions (DEC 2018), the Government will utilize Wide Area Work Flow (WAWF) (https://wawf.eb.mil/) to electronically process vendor requests for payment, however, reserves the right to make payments via Government Purchase Cards. Be advised, all businesses must be registered through the System for Award Management (SAM) at www.sam.gov to enter into a BPA and to receive payment. 2.3 Current Water Filtration and Ice Machine Brand/Model’s used at Hill AFB: a. The Government requests interested parties provide the following information (please limit your response to no more than 4 pages): a. Company Name and Commercial and Government Entity (CAGE) code. b. This date will not be extended. f. You are encouraged to provide any documentation to support your business's capability in meeting these requirements. Failure to provide this type of documentation may result in the Government being unable to adequately assess your business’s capabilities to provide water filtration and ice machine maintenance and repair services. g.
