This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation. The United States Air Force is conducting this pre-solicitation to contract for the purchase of three (3) Laser Ablation Tools. The Laser Ablation tools will be used in executing requirements under a partnering arrangement with Lockheed Martin. Due to the partnering arrangement, the Government must follow Process Specification for Bonded Nut Plate Installation, LMA-PK004N. Only vendors approved by Lockheed Martin can provide the Laser Ablation machines. Lockheed Martin has approved three (3) vendors whose products meet specification standards. The purpose of this notification is to provide notice that Government intents to limit competition for this requirement to the following companies: Adapt Laser, IPG Photonics and Coherent Inc. THIS PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT ONLY THREE SOURCES UNDER THE AUTHORITY OF FAR 13.501(a)(ii). INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT IAW FAR 5.207(c)(16)(ii). THIS PRE-SOLICITATION SYNOPSIS IS NOT A REQUEST FOR COMPETITION. HOWEVER, ALL PROPOSALS SUBMITTED BY RESPONSIBLE, QUALIFIED SOURCES RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO OPENLY COMPETE THIS PROPOSED CONTRACT ACTION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
