Information gathered is for planning purposes only. 1.1 The purpose of this SSS is to conduct market research to determine what responsible sources exist, and/or to assist in determining whether this effort can be competitive and/or whether a total Small Business Set-Aside is approipriate. 1.2 The proposed North American Industry Classification Systems (NAICS) Code for this requirement is 561210 - Facilities Support Services. (Reference: https://www.census.gov/naics/reference_files_tools/2022_NAICS_Manual.pdf) which has a corresponding U.S. Small Business Administration (SBA) Size Standard of $47 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include designated 8(a) entities, Service Disabled Veteran Owned businesses, HUBZone businesses, and Women-Owned small businesses. 2.0 Proposed Program Details: The basic services of the proposed program involve the 'pouring-down' of various hazardous materials into appropriately sized containers usable on aircraft and aircraft component maintenance lines; distributing these products to the requiring cell activities across the Ogden Air Logistics Complex at Hill Air Force Base in Utah; collecting, recycling or disposing of the products to minimize HAZMAT waste. The Contractor shall provide all management, labor, and equipment necessary to minimize HAZMAT usage while ordering, receiving, handling, transporting, distributing, and disposing of HAZMAT. The draft Performance Work Statement is attached to this SSS. 3.0 Responding: The Government requests interested parties provide the following information in ten (10) pages or less via Adobe Acrobat (PDF) or Microft Word (DOCX) file formats before 4:00 PM MDT on Thursday, April 27, 2023. Responses may be emailed to the attention of the buyer, William Lee at william.lee.66@us.af.mil. 3.1 Responses should include the following elements: a. Company name b. The company's Commercial and Government Entity (CAGE) Code and/or the company's SAM Unique Entity ID c. Name, phone number and email address for the comnpany's primary point of contact d. Identify one or more the following company designations, as applicable: a Small Business, a Small Disadvantaged Business, a Woman-Owned Business, a Veteran-Owned Business, a Service-disabled Veteran-Owned Business, a Hub-Zone Business, a Designated 8(a) Business, or a Large Business. e. Respond whether you agree or disagree that 561210 is an appropriate NAICS Code for the proposed services described? If you disagree, which NAICS Code do you believe is more appropriate? f. Summarize the company’s capabilities and experience providing services in the the prevous three years related to the administration of a hazardous materials pour-down facility, a HAZMART, a HAZMAT pharmacy, or similar environmental support offerings. Where teaming agreements have been involved delineate between the work accomplished by the company as a prime contractor, and that which was provided as a sub-contractor. g. Optional: Describe any recent advancements in engineering, technology, automation, IT, or regulatory policy relevant to the delivery of the services proposed in Section 2.0 of this SSS that the Acquisition Team ought to be aware of. 3.2 Questions: Questions relative to this SSS may be posed by industry via email to the buyer prior to the response deadline, both of which are described in Section 3.0. A submitted question must include a phone number and a valid email address of the person submitting the inquiry. The Government will publish responses to industry questions via the SAM.GOV portal.
