The following factors shall be used to evaluate offers: (i) price and other evaluation factors, including: 1. Evidence that contract company has or has ability to obtain the required facility security clearance classifications based on need dates in PWS (para 2.4.1). 2. Evidence that the contractor possesses a basic knowledge of Physical, Personnel and Information security disciplines. 5. Program Management Plan (PWS 6.2) – evidence of a successful plan for program management and training. As well as identification, mitigation and potential corrective action needed in the event of personnel changes throughout the period of performance. 6. Evidence that contractor possesses capability to use DoD security systems listed in PWS (para 2.4.4) 7. Evidence that the contractor possesses customer service experience, training, or a combination of the two. Please utilize previous experience from relevant contracts awarded within the last 5 years as evidence in the proposal. (b) Evaluation is “Best Value, price and other factors”. All offers will be evaluated on their proposed price and factors listed in (a). Only one award will be made under this solicitation. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
