CONTROL AND REPORTING CENTER (CRC) REQUEST FOR SOURCES SOUGHT Fully Developed Mobile User Objective System (MUOS) Courseware Development and Training Services 3 March 2022 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive. This is a Sources Sought for market research purposes only. This notice shall not be construed as a commitment by the Government to issue a follow on effort, nor does it restrict the Government to a particular acquisition approach. This is not a Request for Quotation, a Request for Proposal, an invitation for Bid, or any other commitment by the Control and Reporting Center (CRC) Program Office to contract for the items contained in the Sources Sought. The Government will not reimburse costs incurred while developing a response to this Sources Sought. With regard to industry Sources Sought responses, AFLCMC will not release to any firm, agency, or any individual outside the Government any information marked “PROPRIETARY” without written permission from the respondent. This Sources Sought is limited to United States (US) firms only. Offeror must utilize facilities that are cleared up to the Top Secret security level and possess a communications security (COMSEC) account. The period of performance for this effort will be included in the Basic IDIQ for a period of 5 years from date of award and on each individual task order. The CRC Program Office expects the funding to spread across Fiscal Years (FY) 2022-2027. Funding amounts have not been determined, funding is not yet available, and years are subject to change. INSTRUCTIONS Responses to this Sources Sought Synopsis shall be at the unclassified level. Participants are required to provide information via electronic transmittal (i.e., email message with appropriate attachments). Responses to this Sources Sought Synopsis are requested to be limited to ten (10) pages not including title page (single sided, 1 inch borders, single line spaced and utilizing 12-point font). All questions regarding this Sources Sought Synopsis (Technical or Programmatic) must be addressed to: Contract Specialist, Wendy Farley, via email at wendy.farley@us.af.mil. Question deadline is 18 March, 2022; 2pm MT. No other individuals are authorized to represent the Government in regards to this request. All responses due 4th of April 2022 by 2 pm MT. The Government will review the submitted responses and may schedule further discussions with responding vendors. Responders may be contacted individually. SCOPE OF PERFORMANCE This Performance Work Statement defines the requirements for the Contractor’s performance of the service to provide a fully developed Mobile User Objective System (MUOS) training course that will guide operators and maintainers on basics of operation and theory of the MUOS Waveform, MOUS Planning and United States Air Force (USAF) Provisioning Process, Spectrum Request form, Joint Satellite Communication (SATCOM) Management and Planning System (JSMPS) profile request, Joint Integrated SATCOM Tool (JIST) Group Requests, MUOS Communication Security (COMSEC) Ordering and Generation, Joint Enterprise Network Manager (JENM) Overview, JENM Maintenance Application, MUOS User Host Configuration, MUOS Terminal Key Radio Configuration Files (RCF), Loading, and MUOS Terminal Operations. All training associated needs to be developed for use with the Rockwell Collins PRC-162.
