This is not a Request for Quotation. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,350 employees. The Government requires the procurement and installation of one (1) composite radome fall arrest Zenith Panel assembly for the AN/FPS-124 Short Range Radar at the Lab-4 site in Canada. This is an urgent requirement as the Zenith Panel currently installed at this site is no longer compliant with the approved design specifications and technical data. This presents safety risks to personnel working at the site which need to be addressed. The Government intends to make a single-source award for this requirement to Infinite Technologies RCS Inc. (ITI), as they are the sole providers and installers of the fall arrest Zenith Panel assembly. The applicable items and quantities associated with this procurement are as follows: Radome, Zenith Panel -- Qty 1 Lightning Rod and hardware, plates, extra down conductor -- Qty 1 Clear Dome & Mounting Kit, captive hardware -- Qty 1 Photocell Control, OBS Light - 120v hardware -- Qty 1 Fall Arrest Hardware -- Qty 1 Wood Crate and supplies -- Qty 1 This acquisition also requires the following services: The shipping of the above items to the Lab-4 Site Travel of personnel to and from the Lab-4 Site The installation of the fall arrest Zenith Panel assembly The Government has determined that there are no other vendors with the required manufacturing and installation capabilities and expertise that can meet the Government's requirements. The Government does not own the technical data for the radome fall arrest Zenith Panel assembly. ITI's fall arrest system is the only identified system currently meeting the required specifications. Given the urgent need for a successful installation, a single-source award to ITI is warranted. This is a notice of proposed contract action and NOT a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A single source justification will be attached to the subsequent notice of award in accordance with applicable regulation.

The AEWS PMO is seeking to replace the zenith panel NSN: 5985-01-365-2307 of one SCR-T28D Radome with an equivalent panel with additional built-in fall arrest system for use by maintenance personnel. The replacement zenith panel assembly NSN: 6110-01-723-2208 shall include functional equivalents of the existing accessories (acrylic dome, photocell/thermostat, lightning rod, local Ground-Air-Ground radio antennae mounting points, etc.), while also including a personnel fall-arrest system comprised of four anchor points, built in accordance with personnel fall-arrest requirements found within OSHA 1910.140. With this RFI, the AEWS PMO is seeking the supply of a single zenith panel assembly as described above. The AEWS PMO is not interested in supporting development, design, or testing in this pursuit.
