This is a pre-solicitation synopsis (Solicitation Number: FA8210-20-R-5007). The Air Force Life Cycle Management Center (AFLCMC) Aerospace Dominance Enabler Division Contracting Office (PZZK) intends to negotiate with ETM Electromatic Inc. (ETM), Newark, California, on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. No other supplies or services will satisfy agency requirements to acquire services for the upgrades to the Transmitter 35 ETM Model 303PKu and Transmitter 33 ETM Model 104PX Manuals. This notice of intent is not a request for competitive proposals and a solicitation will not be made available through the GPE. Under the contemplated service contract, ETM will provide services to support in the upgrade and updates to the aforementioned manuals. ETM will provide the Government with sufficient technical data and training required to improve both the data and schematics contained in the manuals. These services will provide access to the technical data to allow for troubleshooting and repair for Level 1 (Organizational) and Level 2 (Depot) troubleshooting, but the Government will not purchase technical data from ETM. Anticipated contract award amount ceiling will be $495,000 with an anticipated award date of 21 September 2020. Line items to include: CLIN 0001 Technical Orders; CLIN 0002 Depot Level Training; CLIN 0003 Travel in Support of Training. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The National American Industry Classification System (NAICS) code for this procurement action is 541330. Responders shall include their assigned Data Universal Number System (DUNS) number, their Commercial and Government Entity (CAGE) code, and indicate if they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business. Respondents shall also specify whether they are a U.S. or foreign-owned firm. Any questions regarding this notice must be submitted in writing via email to Rachael Zack.
