The Air Force has a requirement for the Storage of approximately 300 components of Government Furnished Property (GFP) required to assemble and repair All Ordnance Destruct Systems (AODS) kits. These components include Class “A” explosives, Class “B” explosives, as well as approximately 870 pounds of raw material RDX (1.1 explosive). As the items are GFP, a contractor must have or be able to obtain an approved property plan complying with FAR clause 52.245-1. Requirement is to have all explosive and non-explosive GFP at a centralized storage facility. The contractor will also be required to perform regular inventories, and have a quality control program. Additionally, contractors must be able to pass a Pre-Award Safety Survey (PASS) conducted by DCMA as the GFP includes explosives. The stored components are used for AODS kit production and repair. A contractor must be able to provide one or more of these components to the AODS kit manufacturer-repairer (currently, Pacific Scientific Energetic Material Company of Hollister, CA) within one hour of notice of stated need. The Air Force estimates awarding a contract for this requirement no later than 29 June 2020. The period of performance is estimated to begin on 01 July 2020, and the contract will consist of a one-year basic and four, one-year options. The contract will also include a line item for a six month extension of services and a line item for disposition of GFP.
