SOURCES SOUGHT SYNOPSIS FOR T-38 Rotary Actuator US Department of Defense (DoD) T-38 Aircraft Department of the Air Force, Air Force Materiel Command, AFLCMC/EBHKB Sources Sought Synopsis Number: FD2020-20-50109 Notice Type: Sources Sought SYNOPSIS: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only for the repair and or remanufacture of the T-38 Rotary Actuator, NSN: 1377-01-049-7586ES. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325920 which has a corresponding Size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. PROGRAM DETAILS: National Stock Number Part Number Name 1377-01-049-7586ES T-38 Rotary Actuator The Government is seeking sources for the manufacture and or remanufacture of the above listed Rotary Actuator. 3. RESPONSE 3.1. In order to be a qualified source for the specified Rotary Actuator interested contractors they must be qualified and Provide relevant experience to include performing engineering, manufacturing, inspection, and testing of similar T-38 Rotary Actuator in the last 3 years. Interested sources are required to submit a brief capability statement. Include in the statement a description of the manufacturing/ remanufacturing facilities, required personnel, related remanufacturing/ manufacturing experience, and if they have the ability to obtain or create the resources necessary to perform trouble shooting, remanufacturing and necessary testing of T-38 Rotary Actuator as well as if they are able to obtain the data, manuals, and technical orders from another party (they must be able to demonstrate that they have access to such resources and the legal right to use said resources to manufacture/ remanufacture assets for the Government). 3.2 The capability statement must also include the following: A. Point of Contact B. Address C. Telephone Number D. Email Address E. DUNS Number F. CAGE Code, and/or Tax ID Number G. Small Business Administration Designation/ Claimed Status H. If they have any existing related safety approvals G. Supporting information such as commercial literature, catalogues, manuals, etc. 3.3. No reimbursement will be made for any costs associated with providing information in response to this sources sought synopsis or any follow up information requests. The Government has very limited technical data to provide to potential offerors. Offerors must possess access to all appropriate data. Nammo Talley Incorporated has the capability and drawings for the items listed above, and the US Government does not own or have the rights to use the data required to manufacture this device. The Government does not have funds available to support second source qualification efforts. 3.4.
