Upon closing of this pre-solicitation, the Supply Chain Management Contracting Division, Hill Air Force Base, UT acting IAW the Federal Acquisition Regulation 6.302-1a(2)(iii) intends to award a Sole Source contract to Richard Manufacturing Company (67291) for TTE and Repair of Circuit Card Assembly in support of the Minuteman III Weapon System. In order to ensure immediate mission capability of the weapon system and maintain product integrity of the needed items, the government will award without delay. This non-commercial part is deemed to be avaialble only from the original source for the continued production and repair utilizing highly specialized equipment. The testing and qualification required for engineering source approval of this item would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would result in unacceptable delay. See the attached redacted SSJ for further details. All responsible sources may submit a capability statement which shall be considered by the agency; however, manufacture of this part requires special test and inspection facilities which are currently in use on an active repair contract which cannot be moved; replicating the test equipment would cause unrecoverable duplication of cost. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies and test equipment within 15 days of this publication. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
