The purpose of this amendment is to remove the small business set aside to allow for full and open competition and to extend the proposal due date to 31 January 2023 no later than 4:00 p.m. MST. Additionally the following clauses have been - Removed: 52.219-6 52.219-14 52.219-33 Added: 252.246-7007 This requirement is for five (5) Floor Support Sets in support of the ICBM program. One (1) of the five (5) Floor Support Sets shall be delivered as a First Article unless the Contractor is granted a waiver under the terms listed below. Technical Data Packages can be requested by emailing the POCs on this listing. AWARD WITHOUT DISCUSSIONS The Government intends to evaluate proposals and make award without discussions. Clarifications are limited exchanges, between the Government and offerors, that may occur when award without discussions is contemplated. Offerors may be given the opportunity to clarify certain aspects of proposals (e.g., the relevance of an offeror’s past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors. FIRST ARTICLE TESTING AND APPROVAL The First Article will not serve as a manufacturing standard. The prices for first articles and first article tests in relation to production quantities shall not be materially unbalanced. See additional First Article terms and conditions in Section I under Clause 52.209-3 (Alt I), First Article Approval-Contractor Testing. Instructions for Submitting Offers: Fill in blocks 12, 13, 14 if applicable, 15a (include Business CAGE Code and production Facility CAGE Code if different), 15b, 17, and 18 on page 1. Fill in Unit Price and total Amount for each CLIN. Data CLINs are not separately priced (NSP). See below instructions for CLIN 0004. If proposing an earlier delivery schedule than required, fill out proposed delivery schedule under each CLIN. Fill in Inspection CAGE code and address in Section E under Inspection and Acceptance. Fill in F.O.B. Address for supplies delivered F.O.B. Origin in Section F under F.O.B. Origin. Fill in all other applicable clauses and provisions as required. Instructions for CLIN 0004: CLIN 0004 is an alternate offer that will be considered in place of CLINS 0001 and 0002 only if the Government approves a First Article waiver. The Contractor should not submit an offer for CLIN 0004 unless also requesting a First Article waiver under one of the following conditions: (a) Contractor has previously furnished production quantities of the same or similar article to the prime contractor for delivery to the Air Force, and not more than 36 months have elapsed since completion of the contract. (b) Contractor is currently in production of the same or similar article for an Air Force contract and has received First Article approval under the existing contract.
