Notice Type: Sources Sought Synopsis Requirement Title: Follow on B-1B Power Take-Off (PTO) Shaft Remanufacture This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) is 336413, which has a corresponding Size standard of 1,250 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran- Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Responsible sources may submit a capability statement which shall be considered by the agency. Program Details: This requirement is to repair/overhaul the B-1B PTO Shaft for the Left and Right Hand Accessory Drive Gearbox (LHADG and RHADG) used on the B-1B aircraft. The PTO shaft provides torque for the main engine(s) during startup. The main engine(s) drive the PTO shaft to provide electrical and hydraulic power to the aircraft. The PTO shaft is integral to the performance of the aircraft, which has diaphragm technology that allows it to remain slightly flexible in order to accommodate misalignment and still transmit high loads while maintaining low weight. Please note, we do not have the required data or test facilities to verify whether these test and specification requirements are met. Manufacturer and Part Number: Manufacturer: Collins Aerospace (formerly Goodrich Corporation)- Cage Code: 99551 Part Number: 19E170-3B The drawing associated with this part is not authorized for release outside of the government. Description of the Part: The part is a rotating, flexible shaft with an overall length of approximately 22 inches and a maximum diameter of approximately 5 inches. It transmits torque from the secondary power system gearboxes to the engines. Due to security restrictions, further details cannot be disclosed. Material of Manufacture: The PTO shaft is made of steel. Quantity and Delivery Requirements: Quantity: 240 assets required. Unit of Issue: 1 each. Destination: Hill AFB, UT 84056. Delivery Schedule: 4 units per month. Contract Period: The contract duration is 5 years. Justification for Lack of Competition: The lack of competition is justified as the government does not possess up-to-date technical data or testing facilities to qualify an additional source at this time.
