SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8205-28-R-0001 Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. 1.1 Purpose: This Sources Sought is to conduct market research (1) to determine if responsible sources exist, and (2) to assist in determining if any part or all of this effort can be conducted as a competitive acquisition and/or set-aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 336411 which has a corresponding size standard of 1500 employees or less. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include Small Disadvantaged Business-8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to conduct Industry Day and/or Presolicitation Conferences. The F-22 Program Office (PO) is surveying industry to determine if sources qualified to perform any or all of the requirements (see Sections 3 and 4 below). The PO is encouraging responses from companies who are capable of performing part, but not all of the requirements for identification of breakout or subcontract opportunities. The Government will not pay for the information requested herein. Only non-classified information shall be provided in your response. The information provided is for the Air Force's market research and is given understanding the AF has no obligation to pay for the information. The information may be used in developing a request for proposals (RFP) but does not obligate the AF to issue an RFP or contract. Any proprietary information submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. The Government will use this information to determine the best acquisition strategy for this procurement. 3. Program Details: This Sources Sought Synopsis outlines the maintenance and logistic support requirements for the F-22 Raptor Weapon System. This is a performance based services effort. This announcement describes the effort required for the contractor to provide all maintenance, logistic support, and required engineering elements necessary to support the F-22 at all levels of maintenance. NOTE: In the future, if there are opportunities where the US Government can take lead as the primary integrator, then a transition plan will be explored at that time. This Sources Sought Synopsis only addresses the performance based logistics and maintenance service support for the F-22 aircraft (not including the engines) requirements starting 01 January 2028. Any F119 engine requirements will be addressed under a separate effort. Unless otherwise specified, a “Capability” is defined as the contractor having the tools and processes in place to support a given task requirement but not the actual headcount resources to execute a task requirement using those tools/processes. Having a “Capability” does not include all of the actual contractor headcount being in place to execute those processes and use those tools but could be made available to execute a task requirement when directed by the Government by separate contract action. This effort encompasses the support and maintenance of the F-22 at the following locations: Nellis Air Force Base (AFB) Tyndall AFB Langley AFB Elmendorf AFB Marietta Hill AFB (OO-Air Logistic Complex (ALC)) Eglin AFB Hickam AFB Edwards Other potential stateside and overseas locations Potential combat deployment and en route support bases Potential locations through Depot Partnering agreements System Program Office (Support only) 4. Requirements: 4.1 Program Management Program Management establishes the responsibilities for the Product Support Integrator (PSI), which include the facilitation of technical integration, business planning, program management and customer support across and among the Sustainment Integrated Product Teams (IPTs). This function also includes requirements related to contract development and management. 4.2 Operations Support Operations Support for sustainment consists of the operations and maintenance of the various systems used to support and operate the F-22 weapon system. 4.3 Field Support Field Support is required to provide technical support to operational units to include operations, management functions, processes, planning, and interface requirements necessary for the continued operations of the F-22 weapon system. 4.4 Integrated Maintenance Information System (IMIS) IMIS is a networked computer system consisting of servers, workstations, and ruggedized laptops that interact directly with the F-22 air vehicle to provide diagnostic data and interactive electronic technical order data. IMIS sustainment is required to perform IMIS software development and testing, acquire and sustain IMIS hardware, and provide customer support to users in the field. 4.5 Technical Order Data (TOD) TOD sustainment support consists of the management and maintenance of the F-22 base level maintenance TOD and production F-22 flight series TOD. It includes the Flight TOD (FTOD) electronic checklist to support the fielded F-22 aircraft. 4.6 Supply Chain Management Supply for sustainment establishes the capability to support the peculiar supply and material needs of the F-22 weapon system. This function covers all supply activities including deployment/wartime requirements. 4.7 Fleet Management The Fleet Management activities are defined by the Fleet Management Plan (FMP), which proactively manages the F?22 fleet requirements to maximize safety, supportability, war fighting capability, and fleet availability. 4.8 Sustaining Engineering Sustaining Engineering includes all engineering and management activities related to trend and root cause analysis, health of fleet analysis, integrity programs, systems safety, configuration management, field issue resolution/implementation, and overall sustainment engineering management. 4.9 Weapons System Integrity Program (WSIP) WSIP is the umbrella program consisting of Aircraft Structural Integrity Program (ASIP), Mechanical Systems Integrity Program (MECSIP), Avionics Integrity Program (AVIP), Low Observable (LO), and in the case of rotating equipment Engine Structural Integrity Program (ENSIP). Integrity programs support activities to include development, analysis, test and documentation efforts to support fleet sustainment and modernization efforts associated with the F-22 program. 4.10 Support Equipment The Support Equipment function consists of the planning, management and control of F-22 Peculiar Support Equipment (PSE) including locally manufactured support equipment to support each F-22 operational site. These activities include inventory management and control typical of an inventory control point. 4.11 Depot Activation Depot Activation is the management and integration of contractor support to Warner Robins, Oklahoma City and Ogden ALCs on all Integrated Logistic Support (ILS) elements necessary for the depots to execute partnered repairs as described in Partnering Agreement and each Implementation Agreement It is critical that respondents include the degree to which they will require access to F-22 air vehicle weapons system data rights and the degree to which they have, or are able to obtain air vehicle data rights from Lockheed Martin Aeronautics Company.
