The Offeror shall provide all management, tools, supplies, equipment, and certified labor necessary to provide a complete GAC media replacement and reactivation service for carbon tanks located on the IWTP site at Hill AFB, Utah. The service will be conducted in a manner that will ensure continuous and safe operation by technicians certified to operate pneumatic-bulk slurry trailers. IWTP has six (6) GAC adsorber tanks labeled A, B, C, D, E, and F. The tanks are approximately 9.5 feet in diameter with a freeboard height of approximately 8 feet, and contain approximately 570 cubic feet (approx. 16530 lbs.) of GAC in each tank. The GAC in these tanks is exposed to wastewater containing a variety of organic chemicals and heavy metals from various industrial operations, and may consist of RCRA hazardous waste as defined by the US EPA and the Utah Department of Environmental Quality.
