NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325992 Photographic Film, Paper, Plate, Chemical, and Copy Toner Manufacturing, which has a corresponding Size standard of 1,500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: Blanket Purchase Agreement (BPA) for Hybrid Mylar Digitization Service, Mylar Precision Plotting Services and On-Demand Mylar Restoration Services for the Air Force Life Cycle Management Center (AFLCMC)/LZP Engineering Data Service, Hill AFB UT 84056 over a 3 year ordering period. For description of requirement, see attached Statement of Work (SOW) Mylar 1 March 2024, 4 Pages. The Air Force Life Cycle Management Center (AFLCMC)/LZP Engineering Data Service, Hill AFB UT has a requirement and is requesting sources for a Blanket Purchase Agreement (BPA) for Hybrid Mylar Digitization Service, Mylar Precision Plotting Services and On-Demand Mylar Restoration Services. The government is looking for capable sources that can meet the requirements of the Statement of Work (SOW) (Attached) that are organized into the three CLINS below. Hybrid Mylar Digitization Service: The contractor shall have capability to precisely convertlarge format Mylar drawings up to 48” x 180” to digital raster imagery in TIFF G4 format. The contractor shall maintain precise geometric accuracy within =/-.0025” over 48” x 180” utilizing precision scanning equipment with an optical resolution of 2450dpi. The scanning device shall be able to maintain geometric accuracy of 100 microns and capable of =/-10 micron repeatability. High end pinch roller scanners do not meet the minimum dimensional accuracy tolerances required for Mylar digitization. Mylar Digitization Service The contractor shall have capability to precisely convert large format Mylar drawings up to 48” x 180” to digital raster imagery in TIFF G4 format. The contractor shall maintain precise geometric accuracy within =/-.0025” over 48” x 180” utilizing precision scanning equipment with an optical resolution of 2450dpi. The scanning device shall be able to maintain geometric accuracy of 100 microns and capable of =/-10 micron repeatability. High end pinch roller scanners do not meet the minimum dimensional accuracy tolerances required for Mylar digitization and shall not be used. The Mylar Digitization shall comply with ASME Y14.31-2008 requirements for a “reproduction” in Paragraph 1.7.20 which is a precision electronic copy that duplicates the original Mylar. Dimensional Accuracy References such as gridlines and trammel points shall not be altered for the electronic reproduction in accordance with the requirements of ASME Y14.31-2008 Paragraph 5. Mylar Precision Plotting Services: The contractor shall have organic capability to provide On-Demand Mylar Precision Plotting Services for drawing sizes up to 48” x 180”. Precision Plots shall be produced utilizing an optical laser-generated plotting device with a resolution of up to 2450dpi on approved stable-base materials with a Dmax range of .01-4.5. The contractor shall have expedited on-demand Precision Plotting Services to support OO-ALC manufacturing requirements within 72 hours.
