NOTICE: This is a synopsis of proposed contract action in accordance with (IAW) FAR Subpart 5.2. This is neither a Request for Proposal (RFP) nor an Invitation for Bid (IFB). This notice should not be construed as a commitment by the Government, but rather a synopsis prepared IAW FAR 5.207 for the purpose of notifying potential offerors of an upcoming solicitation for services. DESCRIPTION: Hill Air Force Base, AFSC OL:H/PZIEB intends to issue a RFP for the acquisition of Hill Enterprise Data Center Sustainment, Modernization, and Consolidation (HEDC SMaC) services under solicitation FA8201-20-R-0005. The anticipated period of performance will be 6 years with the potential for 7 years. The HEDC SMaC contract is required to support the HEDC which is the Hill AFB Internal Processing Node (IPN) for mission support systems and applications for over 400 Federal Government programs and systems. The HEDC program currently onboards and sustains customer applications within HEDC. More detail information can be found in the draft performance work statement (PWS). Anticipated CLIN structure and unit of issue will be as follows. Identical CLIN structure will be used for any option periods (excluding 0007). Unit of issue for CLINs 0001 - 0004 (and associated option CLINs) will be Months. Unit of issue for CLIN 0005 - 0006 (and associated option CLINs) will be Lot. Unit of issue for CLIN 0007 will be each. 0001 Sustainment (FFP) 0002 Onboarding (FFP) 0003 Surge (FFP) 0004 Over and Above (FFP) 0005 Travel (CRNF) 0006 CDRLs (Not Priced) 0007 Post Award Conference (FFP) In addition to the draft documents posted (PWS, L&M, Pricing Matrix, DD254, and CDRLs), a draft version of the Bidders Library is available upon request. Please submit requests to the POCs listed on this posting via email. Foreign participation is not permitted. RESPONSES: Interested parties may submit responses, by email, to the points of contact listed in this posting. Draft documents will be posted as they become available from now until RFP release. The Government encourages vendor feedback on the draft documents. A question and comment matrix is attached and should be utilized when providing feedback. The Government anticipates releasing the official RFP on 8 January 2020; therefore, all responses to draft documents need to be submitted no later than 3 January 2020. Please submit questions as quickly as possible in order to allow the Government adequate time to answer. All Q&A will be provided to the public through this posting.
