This is a combined synopsis/solicitation (CSS) for commercial items prepared IAW the format in Federal Acquisition Regulation (FAR) Subpart 12.603 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued aside from the one posted here. This solicitation is being issued as Request for Quote (RFQ) IAW FAR Part 13, the Defense FAR Supplement (DFARS) Part 213, and the Department of Air Force FAR Supplement (DAFFARS) Part 5313. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC # 2025-02, DFARS Change 12/18/2024, and DAFFARS Change 10/16/2024. The Air Force Sustainment Center’s Maintenance Contracting Branch (AFSC/PZIMB, 3001 Staff Dr, Tinker AFB, OK 73145-3303) at Tinker Air Force Base, Oklahoma, intends to award a single Firm Fixed Price (FFP) contract for the NEW software license listed below. This acquisition is Single Source to Synopsys, Inc. (CAGE: 0WJ76). 0001 Synplify Base 1 Year TSL License Manufacturer’s Name: Synopsys, Inc. Manufacturer’s Part Number: 4879-0 2 each - Not to Exceed (NTE) 30 Days After Receipt of Order (ARO) Reason for Single Source: Original Equipment Manufactuer does not sell licenses through resellers. A redacted Single Source Justification will be posted to the award notice. All Offerors must be registered in the System for Award Management (SAM; https://sam.gov/) prior to quoting. Failure to have an active registration status in SAM by the time of award will make that Offeror ineligible to receive the award with no exceptions. Quotations will be evaluated to ensure they conform to the requirements set forth in this solicitation. NOTICE TO OFFERORS – SOLICIATION REQUIREMENTS If you disagree with any of the solicitation requirements (which includes all stated terms, conditions, representations, and certifications), you must inform the Government of your issue with the aforementioned requirements and provide your rationale for disagreement. The Government reserves the right to reject any/all quotations that do not conform to the solicitation requirements. Shipping will be located at Tinker AFB, OK 73145. Please provide item specifications/technical information to us. This information must be sufficient for us to determine that each quoted solution either fits or does not fit the description of what we’re asking for. The Government may waive informalities and minor irregularities in quotations received; therefore, the Offeror’s initial quotation should be complete and contain the Offeror’s best terms from a price and technical standpoint. Failure to follow all instructions will render your quotation ineligible for award. EVALUATION OF RESPONSES: Award will be conducted and evaluated under the provisions of FAR Part 12 Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
