This is a solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. This announcement constitutes the only solicitation; no synopsis is being posted in accordance with FAR 5.202(a)(2). This solicitation is being issued as a request for quotation (RFQ) IAW FAR Part 13. The Oklahoma City?Air Logistics Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award a firm fixed-price type contract for the projector upgrade of one (1) Undergraduate Remotely Piloted Aircraft (RPA) Training Instrument Simulator (URTIS) program simulator. The URTIS program is located at the 76 SWEG Operating Location (OL) Joint Base San Antonio-Randolph (JBSA Randolph). This solicitation is being issued as a Request for Quote (RFQ) FA812623Q0029. This solicitation is being issued as a single source requirement to Immersive Display Solutions, Inc (IDSI) (CAGE 4HNY0). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Please see attached Performance Work Statement (PWS), Appendix A, Appendix C, and Wage Determination for details. Notice to Vendor(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse vendors for any costs incurred. Vendor is required to sign/date and fill in the CLIN pricing, total contract price, and proposed delivery schedules within the soliciation document. (STANDARD FORM 1449 Pages 1, 3, 8, and 9). Vendor is required to complete the fill-in information for clause 52.209-11, which is located at page 29 of the SF 1449. Please return one (1) signed copy to the issuing office. By submitting the quotation, vendor agrees to provide all products/services set forth or otherwise identified in the PWS and on any additional sheets subject to the terms and conditions specified herein. Vendor who submits quotation as a response to this solicitation must submit sufficient technical documentation for the Government to evaluate the quotation against the technical requriements set forth in the PWS. EVALUATION OF RESPONSES: Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Responsible offerors must be registered in the System for Award Management (SAM) database (available at: https://www.sam.gov/portal/public/SAM/ ). Lack of registration in SAM will qualify contractor as ineligible for award. Contract award will be made to the offeror who is technically acceptable with the lowest evaluated price. Relevant proprietary data for the URTIS system is not owned by the Government and will not not be furnished. Description of Requirement The requirement is a service to replace three existing very-near-to-end-of-life projectors/nonoperational projectors with three new simulation-graded 4K UHD projectors for one of the 16 URTIS program simulators. The URTIS program is located at the 76 SWEG Operating Location (OL) Joint Base San Antonio-Randolph (JBSA) for 76 SWEG of the Oklahoma City–Air Logistics Complex (OC-ALC). The three projectors are combined to provide a dome projector for one of the URTIS simulators.
