ORIGINAL ANNOUNCEMENT - The Contractor shall provide the technical expertise, training, engineering support, parts, material, and travel necessary to enable the Government to maintain and repair Government-owned Computer Numerical Control (CNC) equipment located at Tinker Air Force Base, Oklahoma. The Contractor shall provide support as required to the Government by performing health and preventative maintenance assessments. No contract shall be awarded from this announcement. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 - Synopsis of Proposed Contract Actions in preparation for release of the Request for Quote/Proposal at a later date. No reimbursements shall be made for any costs associated with reviewing, providing material, or providing information in response to this announcement or any follow up information requests. Nothing shall be construed herein to commit or obligate the Government to further action as a result of this announcement. Contractors not responding to this announcement will not be precluded from participation in any future solicitation, if issued. The Government contemplates soliciting and award of a single Federal Acquisition Regulation (FAR) Part 12, Firm Fixed Price (FFP) contract using Simplified Acquisition Procedures IAW FAR subpart 13.5 for this Commercial Service to provide one-time Health Assessments (HA) and develop Preventative Maintenance (PM) Assessments for a list of specifically defined Computer Numerically Controlled (CNC) equipment located at Tinker Air Force Base, OK. The Contractor shall provide the technical expertise, training, engineering support, parts, material, and travel necessary to perform one-time Health Assessments (HA) and develop Preventative Maintenance (PM) Assessments per machine for the Government to keep the equipment functioning safely, effectively, and efficiently with the goal being downtime reduction. The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the HA and PM Assessment at the Oklahoma City–Air Logistics Complex (OC-ALC) on the listed equipment. The Contractor shall be able to provide the Government required services of HA - including a comprehensive check as to the current state of the machine and overall health of all components along with a recommendation of items that show significant wear beyond what is expected, and an initial PM Assessment with feedback and recommendations for improving the existing Preventive Maintenance schedule in accordance with the PWS. The successful Vendor will meet the following minimum specifications: Past performance information for up to three (3) efforts, to include contracts within three (3) years of issuance of the solicitation that contain comparable characteristics for the same or similar items/services. If the quotation is not submitted on the Standard Form (SF) 1449, Solicitation/Contract/Order for Commercial Items, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Brief discussion of ability to provide personnel that meet defined qualifications including: Proof of working on same or similar equipment; Proof of any OEM technician training certificates as applicable; Calibration qualifications applicable to same or similar equipment; and Ability to retrieve technical data from machine interface or from external sources.
