The United States Air Force (USAF) through Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating to procure services for the REPAIR OF THE F107 FUEL SHUT OFF VALVES (FSOV), NSN:2915-02-241-8855PV. The contractor shall provide all labor, facilities, equipment and all material to accomplish repair, test, packing, preservation and packaging of the F107 FUEL SHUT OFF VALVES. The work encompasses the disassembly, cleaning, inspection, maintenance, repair, reassembly, testing, and finishing actions required to return the item to a serviceable condition in accordance with the solicitation requirements and all attachments. A Firm Fixed Price, Indefinite Delivery Requirements type contract with a one (1) year basic period and four (4) one-year options is contemplated. In accordance with FAR 22.1003-6(b), this repair shall be deemed to be a service and as such, will be subject to the Service Contract Labor Standards statute. The Government intends to issue a sole-source solicitation FA8122-25-R-0008 on or about 16 May 2025 with a closing response date of 16 June 2025 and estimated award date of on or about 08 August 2025. Quality Assurance Provisions and Special Inspection Requirements: Higher-level contract quality requirements are used in ADDITION to a standard inspection requirement. A quality system compliant with ISO 9001:2000 is required. Compliance is demonstrated by certification or third party audit findings, such as from a DCMA QMS audit. Electronic procedures will be used for this solicitation. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
