SYNOPSIS: This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be resultant from this synopsis. The 421st Supply Chain Management Squadron (421 SCMS) located at Tinker Air Force Base (AFB), OK is seeking to identify potential vendors and gain market insight for future T56 engine, modules, Quick Engine Change (QEC), and component depot-maintenance requirements across calendar years 2026-2035 for both T56 Series 3.0 and 3.5 configurations, and ability to convert engines/modules from 3.0 to 3.5 configuration. T56 workload processes include repair/overhaul/remanufacture, logistics, and supply chain management support for United States Air Force (USAF), Navy (USN), and Foreign Military Sales (FMS). DISCLAIMERS: As stated in Federal Acquisition Regulation (FAR) subpart 15.201(e), responses to this notice are not offers, and shall not be accepted by the Government to form a binding contract. As stated in FAR 52.215-3, “Request for Information or Solicitation for Planning Purposes”; the Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except possibly as an allowable cost under other contracts as provided in FAR 31.205-18, “Independent Research and Development and Bid and Proposal Costs.” The information received in response to this RFI may be utilized by the USAF in developing an acquisition strategy and requirement documents (i.e.; Statement of Objectives, Performance Work Statement, or Purchase Description). The Government requests non-proprietary information be submitted in response to this RFI. However, should proprietary information or trade secrets be submitted, it should be clearly identified and marked "PROPRIETARY", and handled accordingly. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted and not properly identified. Proprietary information shall be safeguarded in accordance with the applicable Government regulations. The government has not made a commitment to procure any of the items discussed. Release of this RFI shall not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become property of the USAF and will not be returned. Respondents are advised the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Response to the RFI is strictly voluntary. Submissions may be reviewed by the Government personnel and contractors in support of the Government. PURPOSE: The 421 SCMS located at Tinker AFB issued this RFI requesting information for market research purposes pursuant to FAR Part 10. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or a Pre-solicitation Conference. The Government is seeking capabilities and sources to perform repair/overhaul/remanufacture of T56 engines, modules, QECs, and components listed in Attachment A. These requirements are for USAF, USN, and FMS. This is an initial list of items being considered for inclusion on a strategic contract to aid in planning, however; this list is subject to change and not binding to the Government. The information in this notice is based on current information available to date and updated information will be provided in future announcements. Based on responses to this RFI, an anticipated solicitation or series of solicitations will be issued to pursue opportunities for contract award. A Pre-Solicitation notice will be published in Sam.Gov prior to the release of any solicitation generated from the information gathered in response to this RFI. Failure to respond will not preclude participation in future solicitations. It is the intent of the Government to maximize competition whenever and wherever possible. Responses to this notice will be considered for discussions to determine the best future acquisition and contract strategies. DESCRIPTION OF SERVICES: The Rolls Royce T56 engine is a single spool, constant speed (rpm), gas turbine power section connected to a reduction gear assembly by a torque meter shaft and a supporting structure. The Air Force Program Management Office (PMO) is located at Tinker AFB. Air Mobility Command is the lead Major Command (MAJCOM) while three other MAJCOMs also fly the T56 engine. T56 engines are inspected and repaired at various intermediate and organizational level facilities throughout the world. Depot-maintenance level workload includes the technical, logistics management, and overhaul and repair requirements for the return of unserviceable T56 Series 3.0 and 3.5 engines, QECs, modules, and components to a serviceable condition utilizing applicable Government T56 Technical Orders and Lockheed Furnished Equipment (LFE) commercial tech manuals as applicable. A listing of anticipated Best Estimated Quantities (BEQs) will be provided as a forthcoming attachment to this RFI to obtain contractor responses regarding the RFI questions outlined in later paragraphs below. BEQs are not guaranteed quantities for repair; however, are merely the best estimated quantities forecasted at time of RFI. Quantities may increase and / or decrease over time. It is the USAF's intent to establish Competitive FAR 15 ID/IQ Firm Fixed Prices for the proposed BEQs workload items. All responsible sources interested in providing services for this requirement are requested to provide a written summary of information concerning their technical certifications, capabilities, experience (current services or contracts - to include points of contact and telephone numbers) and corporate background. Interested parties should provide a description of potential approaches for Government review no later than 9:00 a.m. CST, 30 business days from RFI issuance. NO telephone calls will be accepted. Information provided per this synopsis must indicate in writing, whether they are a large, small, disadvantaged, or a woman owned business. This acquisition will fall under NAICS 336412 and its applicable size standard of 1,500 employees or less for small business designation. The PSC code for these requirements is J028. Responses shall be limited to 20 pages or less and a typographical font of Arial or Times New Roman size 12.
