This solicitation requirement has been cancelled in its entirety. UPDATE 10/25/2023: Solicitation amendment FA8121-23-R-0004-0001 extends the 'OFFERS WILL BE RECEIVED AT THE ISSUING OFFICE UNTIL' date by 15 calendar days, see attched FA8121-23-R-0004-0001. This Foreign Military Sales (FMS) acquisition is for the overhaul of the F100-PW-229 and F100-PW-220 Augmentor Divergent Segment Assemblies as specified in the Performance Work Statement (PWS), Rev. 1, dated 18 Aug 22. The resultant contract will be a Firm Fixed Priced Requirements type contract and will have a Period of Performance of a 1-year basic period with four 1-year option periods. Clause 52.216-21 will be filled in with a date at time of award. The date will be one year from the last exercised option's period of performance. Clause 252.216-7006 will be filled in before award with the effective date of the contract. The best estimated quantity (BEQ) set forth for each line item is the best estimated total quantity the Government expects to order for Foreign Military Sales (FMS) over the applicable ordering period of the contract. Please propose a per unit price and place an estimated total dollar amount under the 'Estimated Total Price' under each CLIN and then populate the Price Matrix and return with proposal. The estimated quantities found on each CLIN represent the Government’s best estimate of the quantities expected to generate for this requirement based on historical demand and forecasted future need; however, these estimates do not represent fixed quantities. For evaluation purposes only, maximum quantities have been identified and will be utilized to calculate a maximum contract value upon award. These quantities were forecasted with a 25% - 50% allowance based on the anticipated shifting demand rates of the individual NSNs. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Any unit being overhauled that will Exceed 75% of the Stock List Price will be placed in a "HOLD" status until additional instructions are obtained from the Program Management Specialist (PMS) and the Procurement Contracting Officer (PCO). Some of the units listed below, upon disassembly and/or inspection, can be determined to be beyond repairable limits specified in the work specifications and/or technical orders. Any cost for work performed by the Contractor, prior to the determination that such equipment is beyond repairable limits, SHALL be included in the unit price of the listed item. CONDEMNATIONS SHALL BE REPLACED AND WILL NOT BE COUNTED AS PRODUCTION. COST OF CONDEMNATIONS WILL BE INCLUDE IN THE UNIT PRICES AND NOT A SEPARATE CHARGE. Accelerated delivery is desirable and acceptable.
