Contract FA8110-20-C-0003 is to provide for the services necessary to perform operational maintenance, testing preparation and execution for the Program Depot Maintenance (PDM) Hardness Maintenance / Hardness Surveillance (HM/HS) Test. This acquisition requires Portable Hardness Surveillance equipment maintenance/repair/shipping and test execution support of Low Level Continuous Wave testing on Air Force Aircraft. In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Highly specialized technical expertise and exclusive Intellectual Property rights possessed by Fiore Industries Inc. is necessary to perform the instant requirement. AFLCMC/WWZ believes that award to any other source would result in unacceptable delays in fulfilling the Air Force's requirements. It would take another source at least 24 months to recruit and train the necessary Electromagnetic Effects (EME), Electromagnetic Pulse (EMP), and Electromagnetic Conductivity (EMC) personnel to fulfill this highly specialized requirement. Also, Fiore currently owns the exclusive intellectual property rights for repair, maintenance, and manufacturing of current, existing, and new fiber optic equipment. This delay would preclude the Air Force from fulfilling its mission.
