The KC-135 utilizes the legacy ARC-210 UHF SATCOM RT-1794 (C), Receiver/Transmitter Part Number 822-0383-001 (NSN: 5821-01-456-3702) radios to provide secure and non-secure voice communications over VHF, UHF, and MILSATCOM, to communicate with their controlling Command & Control (C2) agencies and other warfighters they are supporting. This provides line-of-sight (LOS) communications. The ARC-210 requires replacement due to Diminishing Manufacturing Sources issues (the R/T will reach its end-of-service life in 2023) as well as being unable to operate new crypto algorithms being developed under the VINSON/ANDVT Crypto Modernization (VACM) Program by National Security Agency. The new R/T must be a form, fit, replacement for the legacy RT-1794. Additionally the R/T must be able to fully integrate into future flight management system software upgrades. Detailed information and drawings will be provided to interested parties. There are 396 KC-135 aircraft based throughout the United States (U.S.), Pacific, and Europe that will receive the secure and non-secure voice communication system. KC-135 secure and non-secure voice communication systems will consist of: Receiver/Transmitter, and all associated Group A/B components as required. Projected time-line for KC-135 R/T fielding is FY23 with installs continuing through FY27. The Government is conducting market research to identify potential sources possessing the production data/repair data, expertise, capabilities, and experience to provide a replacement solutions(s) and integration of a replacement or upgrade into the current KC-135 secure/non-secure communications system. The contractor shall have the ability to leverage on-going, planned or future secure and non-secure voice communication system developments that could contribute to reducing total lifecycle cost and risk to the program.
