REMINDER - 13 JULY 2022- IAW Attachment 1 - - Section L – Instructions, Conditions, and Notices to Offerors 3.6 Submission, Modification, Revision, and Withdrawal of Proposals All proposals shall be submitted using DoD SAFE, https://safe.apps.mil/. All interested Offerors must e-mail Ashley Brink, (Ashley.Brink@us.af.mil) and Amanda Jones, (Amanda.Jones.39@us.af.mil) in order to receive a request code to drop-off (upload) files in DoD SAFE. One of the Government Points of Contact (GPOCs) will send an e-mail to the Offeror acknowledging the request for a drop-off code in DOD Safe. --------------------------------------------------------------------------------------------------------- This effort is to develop, test, manufacture, and deploy a total of forty-eight (48) "A-Box" units, to include forty (40) production units, four (4) First Article Test (FAT) units and four (4) spare units, along with the complete technical data package (TDP). Offerors may request a site visit to a field location where a MPN-14K is currently located. Site visits must be requested to the PCO at ashley.brink@us.af.mil, NLT 1400 CST 22 June 2022. Please cc: amanda.jones.39@us.af.mil and ember.alexander@us.af.mil on your email to the PCO. However, site visits are not guaranteed and must be approved/granted through the Program Office in coordination with the applicable MAJCOM. Travel costs will be incurred at the offeror's expense. IAW FAR 52.232-18 Availability of Funds: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Description: This notice is to synopsize an anticipated full and open FAR Part 15 contract action for a AN/MPN-14K Airport Surveillance Radar (ASR) Indicator Control Box (C-8625/T) “A-Box” - 48 Units. The anticipated contract action is for a one year firm fixed price contract. The estimated contract award date is September 2022. The scope of this work statement is to develop, test, manufacture, and deploy a total of forty-eight (48) “A-Box” units, to include forty (40) production units, four (4) First Article Test (FAT) units and four (4) spare units, along with the complete technical data package (TDP). Upon completion of the FAT and acceptance by the Government/Program Office, the Contractor will assemble remaining units and will distribute them to the units and locations identified in Table1 on the SOW. First article units will be removed and shipped to Tobyhanna Army Depot (TYAD) and remain installed in the system mock-up and will not be considered production units. Additionally, the TDP and field-level maintenance instructions will be delivered to the ATCALS Program Office ten (10) days prior to start of full-rate production. IAW FAR 52.225-3 Buy American-Free Trade Agreement- Israeli Trade Act, one or more of the items under this acquisition may be subject to Free Trade Agreements. IAW FAR 52.225-5 Trade Agreements, One or more of the items under this acquisition may be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. IAW FAR 52.225-11 Buy American-Construction Materials under Trade Agreements or FAR 52.225-23 Required Use of American Iron, Steel, and Manufactured Goods-Buy American Statute-Construction Materials under Trade Agreements, One or more of the items under this acquisition may be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The AFLCMC/HBK (Tinker) located at Tinker Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for Replacement of the AN/MPN-14K Airport Surveillance Radar (ASR) The Indicator Control Box (C-8625/T) “A-Box”. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners. Please limit responses or capability statement to three pages and include any concerns, possible issues, comments, or suggestions relative to those points in the statement. Any format is acceptable. Also include contract number, relevant information, on the company, and if available, brief descriptions of recent and relevant projects for products similar to that described in the draft technical specifications.
