The Government anticipates issuing a new solicitation for the AN/TRN-41 MP TACAN Replacement Program on or around 10 Nov 22 under solicitation number FA8102-23-R-2000. The Government anticipates a full and open FAR Part 15 contract action for a AN/TRN-41 replacement Man-Portable Tactical Air Navigation (MP TACAN). The anticipated contract action is for a five year Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract with a possible two year ordering period extension. The period of performance will be established on individual delivery orders, but is expected to exceed the ordering periods. The estimated contract award date is August 2022 with a minimum order of five MP TACAN systems. The maximum contract amount for the ID/IQ is $197,470,000. The scope of this contract includes MP TACAN systems, spares, support equipment and tools, interim contractor support (hardware and maintenance/software), training, depot stand up support, non- reoccurring engineering changes to incorporate future technology upgrades, data rights to support organic depot, per events for repairs expressly stated as not covered by ICS or warranty, and non-separately priced data. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse any offeror for any costs. Contracting officers may publish notices of solicitation cancellations (or indefinite suspensions) of proposed contract action at any time and is under no obligation to reimburse an offeror for any costs. Foreign participation is permitted at the prime contractor level. (AFFARS 5305.204) The Government will review and respond as deemed appropriate to questions regarding this request for proposal, if submited to the Contracting Officer in writing via email (amanda.jones.39@us.af.mil) by 10 May 2022 at 3:00PM CST. The response to the questions will be posted to SAM.GOV. in a Q&A type formum for all offerors to view.
