The High Frequency Global Communications System (HFGCS) System Program Office (SPO) is responsible for the sustainment of the HFGCS system. HFGCS is the ground based global highpowered, high frequency communication backbone that provides both Primary and Secondary Line-of-Sight communications to the joint war fighter The HFGCS system consists of two sub components, one being the radio system and the second being the antenna system. The antenna system is composed of over three hundred antennas spread across 26 sites around the world consisting of many different makes and models. One model, the TCI 521 Rotatable Log Periodic (RLP) currently fielded has a controller that acts as the interface between radio system software and the physical antenna which enables the antenna to be rotated to different azimuths by the radio operator. Currently two TCI 521 RLP antennas in the field are non-operational due to bad controllers and no functional spares available. The purpose of this document is to inform the Contractor what our objectives are, with the expectation that the Contractor can better define what and how the work should be done in order to meet those objectives
