This is not a set-aside. Technical issues within Sam are preventing the correction. This award is anticipated to a large business. This contract award is anticipated as a sole source award to Collins due to data rights restrictions under 10 USC 2304(c)(1) . If a responsbile source submits a capability statement, proposal, or quote the agency shall review this prior to award.

Description: Under the contemplated contract, Collins Aerospace, Inc. will provide services in support of the sustainment of the Scope Command program for the HFGCS, which includes life-cycle management support, modernization, expansion and depot-level contractor logistics support (CLS). The system supports US Air Force, US Navy and US Coast Guard high power, high frequency, strategic HF requirements worldwide. Combatant Command support includes USSTRATCOM, NORTHCOM, EUCOM, AFRICOM, and the INDOPACOM AORs, including DoD Arctic Communications requirements. May also be used to support integration and testing of development efforts in support of DoD/USAF HF Modernization. Supporting new capability development on this contract is not contemplated. The high operational availability of the entire system is critical to the execution of National Command Authority orders in a satellite-denied environment. Period of performance for each task order awarded in accordance with this contract is variable depending on complexity of the task/requirement. This is an IDIQ contract with a 3-year basic ordering period, with a planned modification to extend for an additional 36 months.
