The USAF is conducting a Sources Sought/market research notice, not a solicitation, seeking industry interest and capability to resolve obsolescence of the mission-critical E-3G AWACS DAR-400, which contains encrypted data and cannot meet changing NSA requirements. The effort would involve installing and integrating a Government-owned KG-204-based replacement compliant with current DoD and NSA mandates for the 15-aircraft E-3G operational fleet. Vendors of all sizes, including 8(a), HUBZone, Women-Owned Small Business, and SDVOSB, are invited to submit a brief capabilities package describing business size/status, anticipated teaming, qualified personnel, and relevant similar-project experience. Responses must be unclassified, limited to ten single-spaced pages in Microsoft Word using 12-point Times New Roman and one-inch margins, and must demonstrate capability directly rather than only providing a company website. The Government will use submitted information to determine its small business set-aside decision and will not pay respondents for information provided.
