The Government is conducting Market Research to identify potential sources that possess the expertise, capabilities, security clearance, and experience to meet the requirements to develop, revise, adjudicate government comments, and staff for final government final signature Life Cycle Sustainment Plans (LCSPs) and Program Protection Plans (PPPs) for four ATCALS Capabilities. The four ATCALS capabilities are Landing Systems, Navigation, Surveillance (i.e., Radio Detection and Ranging (RADAR)) and Terminal. The Capability-based LCSPs will provide the single overall plan for the management and execution of acquisition logistics support elements, satisfying Public Law and Department of Defense Instruction (DoDI) 5000.02 requirements. The LCSPs will be prepared to establish a baseline acquisition and sustainment plan for the four ATCALS Capabilities. The Capability-based PPPs will provide an overall plan for the management and execution of protecting critical information of programs within each of the four capabilities. The PPPs will satisfy DoDI 5200.39, DoDM 5200.01, AFPAM 63-113, and Chapters 9 & 13 of the Defense Acquisition Guidebook (DAG) requirements addressing pertinent area such as (but not limited to) Personnel Security, Physical Security, Operations Security, Arms Export & Control Act, Training, Information Security, Foreign Disclosure, Distribution/Destruction/Restrictions, Anti-Tamper, Dial-down Functionality, Information Assurance/Network Security, Communication Security, Software Assurance, Supply Chain Risk Management, System Security Engineering, System Hardening and Intermediate Processing Facility. ATCALS shall furnish the contractor with access to information, material, and fielded ATCALS equipment necessary to complete the tasking. SECRET security clearances are required for a portion of this effort related to finalization of the Program Protection Plan. The LCSP portion does not require security clearances. ATCALS PMO will assist the Contractor in attaining access to necessary SIPRNET terminals, which may minimally be over-the-shoulder access to complete tasks (e.g., SIPRNET submissions, responding to or initiating SIPRNET emails, or gaining access to SIPRNET-filed items). The Contractor shall require Government-furnished Common Access Cards (CAC) to access installation, buildings, computer, and network components. No travel is anticipated for the contractor to meet this requirement. The Government will not provide computers/laptops or other supplies in support of this task.
