Synopsis: The Maintenance Steering Group 3 (MSG-3), “Operator/Manufacturer Scheduled Maintenance Development,” is a document developed by the Airlines for America (A4A) (formerly ATA). It presents a methodology used for developing scheduled maintenance tasks and intervals. The main idea behind this concept is to recognize the inherent reliability of aircraft systems and components, avoid unnecessary maintenance tasks, therefore, increase efficiency. The Government would like to begin the pre-implementation of MSG-3 on the E-3 AWACS weapon system and provide recommendations for the optimization of the United States Air Force (USAF) E-3 AWACS This is a Sources Sought Synopsis announcement, market research for information only, to be used for planning purposes. This is not a solicitation for proposal; therefore, a solicitation number has not been assigned. No reimbursement will be made for any costs associated with providing information in response to this synopsis, or any follow-up information requests. 1. The Digital Directorate, AWACS Division, located at Tinker Air Force Base, is requesting information, pursuant to FAR Part 10, in support of market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the engineering services requirements for the E-3 AWACS MSG-3 Transition Planning effort. The Government will use this information to determine the future acquisition strategy for this effort, inclusive of the need to do an Industry Day and/or Pre-solicitation Conference. 2. The contractor shall provide all resources (facilities, material, equipment, and personnel) and engineering expertise necessary to conduct the engineering analysis effort. 3. MSG-3 is a system-driven, top-down, task-oriented methodology used to streamline field and depot maintenance actions and incorporate proactive inspection methods. Empirical data gathered from maintenance systems, engineering actions, and other sources was used to conduct the Phase I MSG-3 analysis. This Phase II(A) effort will take the Phase I analysis and determine a transition plan for bridging from the current maintenance program to an MSG-3 based program. 4. Results of MSG-3 Transition Planning will identify resources and constraints associated with the bridging effort, determine a recommended transition plan, and develop necessary modifications to affected Technical Orders (TOs). A complete description of work requirements is provided in the attached “DRAFT” Performance Work Statement (PWS): MSG-3 Phase II(A) PWS and Technical Manual Contract Requirements (TMCR) If a firm believes it is capable of meeting the Government's requirement to conduct this analysis effort described in paragraph 2-4 above, your company may identify the interest and capability to the Contracting Officer within thirty days (30) of this publication. Those interested companies must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business. Interested firms must indicate any Foreign Ownership, Control, or Influence (FOCI). Interested firms will require certification and approval to receive "Export Controlled" information or technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq.) or Executive Order 12470. CAPABILITIES STATEMENT: Companies interested in responding, may submit a capability statement to include the following information and/or documentation that demonstrates technical capability in the 12 areas listed below. These areas are considered critical for achieving successful technical performance. Include in your company’s description/documentation, for each area below, whether your company has performed as a prime or as a subcontractor; also, identify if personnel have at least three years of recent experience. 1. (CRITICAL) Briefly describe the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. 2. (CRITICAL) Describe your company's experience on previous projects, similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and an individual point of contact (Contracting Officer or Program Manager). 3. (CRITICAL) Describe your experience with conducting analyses, initiating and implementing an MSG-3, or equal based maintenance system on a large military aircraft, in accordance with Airlines for America (A4A), MSG-3, and the Federal Aviation Administration’s Advisory Circular 121-22C. 4. (CRITICAL) Describe your company’s experience with the maintenance and sustainment of large or complex aircraft, to include the implementation and planning of phased or depot maintenance activities. 5. (CRITICAL) Describe your company’s experience with Maintenance Repair Organization and Programmed Depot Maintenance operations in the following areas: Scheduled maintenance task development Technical Order changes via adherence to a Technical Manual Contract Requirements (TMCR) document 6. (CRITICAL) Describe your company’s engineering-specific experience, accomplishing analysis and providing implementable and sustainable recommendations on large aircraft, to: Minimize unscheduled maintenance downtime Improve aircraft availability Improve component and system reliability Reduce maintenance manpower requirements Resolve and prevent parts obsolescence issues 7. (CRITICAL) Describe your company’s experience with Air Force maintenance supportability planning such as; Reviewing aircraft maintenance workload packages and associated technical data to determine/verify appropriate inspection and repair requirements are pre-planned and properly sequenced; Researching repair history and determining probable frequencies of repairs/replacements and the use of job routing to back shops for affected maintenance operations and including such analysis in pre-planning decisions; Determining standard man-hours and numbers of personnel required for each maintenance operation; Preparing a Bill of Materials (BOM) and List of Materials (LOM), constructing LOMs as required, and researching associated usage factors and determining parts required for supportability of maintenance tasks; Working in cross-functional teams to ensure requirements are clearly defined for engineering, maintenance, supply chain, logistics, and other affected areas; and gaining concurrence from multiple teams on new maintenance requirements. 8. (CRITICAL) Describe your company’s quality control programs that ensure the quality of the product. 9. (CRITICAL) List RELEVANT Government and/or commercial contracts with the following information: Contract number and description of services. Contracting Officers' names, addresses, and telephone numbers. Program Managers' Project Leads', and/or Technical Leads' names, addresses, telephone numbers, and lists of tasks performed for these personnel. 10. (CRITICAL) Describe your company’s ability to provide additional services/capabilities in the event of an immediate surge in requirements. 11. (CRITICAL) Describe the specific experience and capabilities your company has to meet the TO delivery requirements for the In-Process Review delivery requirements of paragraph 9.3 of the Draft TMCR. INSTRUCTIONS FOR RESPONSE: 1. Submit a 12-page (maximum) paper in the following format and including the following company information: •• Page size shall be 8.5 x 11 inches; foldouts are permitted but will be assessed towards total page count. •• Pages shall be single-spaced. The font shall be Times New Roman and the font size shall be no less than twelve (12). Use at least 1-inch margins on the top and bottom and 1-inch side margins. •• Capability statements need to fully address the10 technical areas identified above. •• Responses shall also include information regarding the following: (1) The level of contractor's interest (likelihood of submitting a proposal as a prime contractor) (2) Address potential teaming arrangement if likely to submit a proposal. (3) If a teaming arrangement is considered, describe tasks the prime would perform versus tasks the subcontractor would perform. 2. Interested parties should submit a capabilities package, with a cover letter that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements) and the level of involvement (prime or sub-contractor) and time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant. 3. Submit the following company information: •• Company name and address. •• Point of Contact for questions and/or clarification. •• CAGE Code and DUNS Number. •• Telephone number, fax number, and email address. •• Web Page URL. •• If proposing as a prime, and considering the type of technical capability required for this work, would your company alone be capable of performing 50 percent of the work for this requirement? At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern[HA7] [JRB8] •• Identify the risk areas associated with this effort and how those risks could be mitigated •• North American Industry Classification Systems (NAICS) code. Please explain. •• Does your company currently have a DCAA approved accounting system? All Contractor personnel will be required to have a completed favorable National Agency Check Inquiry (NACI). Contractor personnel shall be required to obtain Common Access Cards (CACs) for the purpose of encryption and physical and digital identification for logical and physical access to Government information. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. Any proprietary information submitted in response to this synopsis will be appropriately protected, when clearly identified as proprietary. Submitted materials will not be returned and will be destroyed. Submissions shall not contain any classified information. The Government will not pay for any information submitted as a result of this synopsis. A response to this Sources Sought Synopsis is NOT a request to be added to a prospective bidder’s list or to receive a copy of the solicitation. If a solicitation is issued, it will be posted later at https://www.sam.gov, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. This synopsis shall not be construed as an obligation, on the part of the Government, to acquire any products or services.
