The Air Traffic Control and Landing Systems (ATCALS) program office requires interim contractor support (ICS) services for sustainment of the NAVAIDS FOS program, which includes the Very High Frequency Omni-Directional Range (VOR), Fixed Tactical Air Navigation (TACAN) and Fixed Very High Frequency Omni- Directional Tactical Air Navigation (VORTAC). ICS will provide temporary logistics support for the weapon system and subsystems until the Government maintenance capability is developed. The estimated requirement is 472 months of service spread across 78 systems for an estimated period of performance between Sept 2020 and Mar 2021. It is contemplated that FAR 52.217-8 Option to Extend Services for up to six (6) months will be included. This option will provide a potential for an additional 483 months of service spread across 78 systems. The anticipated award date is Sept 2020. The intent is solicit the requirement on FBO. The intended source is Thales USA, Inc. based on their unique capabilities and access to proprietary technical data required to provide ICS coverage under FAR 6.302-1 authority. There are a number of data packages and unique test fixtures required to provide ICS coverage developed at private expenses and the rights are limited to Thales: Logistics Management Information (LMI) Source Data, Supplemental Data for Provisioning, Product Drawings/Models and Associated List, Technical Handbook: Db 900E TACAN and Antenna Control Unit (ACU) sign and Handbook, Hardware Documentation-pertains to the design and fabrication of intellectual property related to hardware, and Quality Testing Processes. However, all responsible sources may submit a capability statement or proposal which will be considered by the Government.
