This RFI supports market research for the upcoming recompete of the DoWIAC Basic Center of Operations (BCO) contract, planned as an IDIQ. The modernized BCO will provide centralized Scientific and Technical Information Core Services—including repository curation, data analytics, synthesis, and dissemination—for DTIC and serve as the analytical and technical hub of the DoD IAC ecosystem. The Government seeks industry input on capabilities, innovative operational constructs, and contract structures to inform acquisition strategy and refine the PWS.
