This is a notice of the Government's action that extended the period of performance of the Homeland Defense and Security Information Analysis Center (HDIAC) Basic Center of Operations (BCO) Delivery Order 0001 (Contract No. FA8075-13-D-0001), operated by Information International Associates, Inc. The period of performace was extended by an additional four (4) month period (1 March 2019 - 30 June 2019) and four (4), one (1) month option periods (1 July 2019 - 31 October 2019) due to the receipt of a Government Accountability Office (GAO) protest (B-416826.2) on the HDIAC BCO follow-on acquisition (RFP No. FA8075-18-R-0001). The scope of the HDIAC BCO contract encompasses the primary functions of collection, analysis, and dissemination of Scientific and Technical Information (STI) necessary to fulfill the mission and objectives applicable to the DoD research and acquisition communities in the technical focus areas of Homeland Defense and Security; Chemical, Biological, Radiological and Nuclear Defense; Critical Infrastructure Protection; Weapons of Mass Destruction; Biometrics; Medical; Cultural Studies; and Alternative Energy. The purpose of the HDIAC BCO is to leverage the best expertise from industry, other Government agencies, and academia to solve the government's toughest scientific and technical problems and enhance the knowledge bases of those communities across the entire spectrum of the Homeland Defense domain. IACs serve as a ready tool for strategic, operational and tactical organizations within the DoD and the broader community to understand and apply new technologies and emerging threat trends. The HDIAC BCO disseminates Homeland Defense and Security-related STI to stakeholders throughout DoD, reducing duplication of effort, both in terms of avoiding the creation of duplicate holdings of STI as well as duplicate analytical capabilities among various R&D support components. The HDIAC BCO builds a community of subject matter experts (SMEs) and provides long-term STI corporate memory for the DoD. STI is used by administrators, managers, scientists, and engineers engaged in scientific and technological efforts, and is the basic intellectual resource for and result of such effort.
