Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement shall be 100% Small Business Set-Aside under NAICS 339930 with a size standard of 700 employees. The Department of the Air Force, Air Force Libraries, 773 Enterprise Sourcing Squadron (ESS) has a requirement for the provision of Remote Video Games Kit subscription. See attachment 1, Product description and a list of line-item number(s) and items, and units of measure, see Pricing Schedule B. 2. Requirement: The mission of Air Force Libraries is outlined in DoDI 1015.10 stating DoD Libraries will provide information resources and services required to accomplish the mission. The Air Force libraries support military personnel assigned to contingency operations, remote sites, and military missions IAW DoDI 1015.10, Military Morale, Welfare, and Recreation Programs. The program provides professional military and voluntary education programs materials and services. Libraries also provide facilities, resources, and services to enhance the quality-of-life, regeneration, and resiliency for authorized customers. These resources relate to various overarching goals of the AF such as recreation, physical wellness, emotional resiliency, and educational pursuits. To meet these needs, the Air Force Libraries must procure resources that can be accessed globally, including in areas with low or no Internet access. These services need to include access to quality-of-life resources. 3. Period of Performance: The Period of Performance (POP) is for one (1) 12-month base period of performance and three (3) 12-month option periods. The entire period of performance for this contract action shall not exceed 48 months. Note: IAW FAR 17.206, the Contracting Officer shall evaluate offers for option periods contained in the solicitation when it is likely the Government will exercise options. IAW FAR 52.217-8, rates may only be adjusted as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The purpose of this sources sought notice is to conduct market research to determine whether there are businesses available capable of providing an alternative product that meets the characteristics below. The Air Force anticipates procuring this product as a FY24 base effort with three (3) option years. The period of performance for this subscription is 15 April 2024 – 14 April 2025. Product characteristics an equal item must meet to be considered: 1. Must be able to provide materials - video games. 2. The vendor must offer video game plans providing selection collection of new release or high demand titles. 3. The vendor must provide reliable monthly selection lists ensuring that selections will be new release or high demand titles. The customer also desires the ability to select older titles re-released in video game titles that may not be on the selection lists. Following formats: Xbox & 1, Playstation 4/5, and Nintendo Switch. 4. Each remote and isolated kit should be 1 box and shipped to requested locations and consist of 6 Video Game titles, selected from current popular titles. Will ship to: 20 sites, 12 monthly shipments of 6 video games per kit. 5. Must be able to provide material of new releases, current best sellers as well as a back catalog of older video games. 6. NO Duplication of titles in the kits from previous months shipments 7. Requires access to the vendor's pre-publication lists with advance notice of new releases, and access to information about other titles available. 8. Firm-Fixed Price Order. 9. Shall provide a multi-tier web-based system for review and selection. The system shall offer access to information about publications such as reviews, selection lists, release dates, publisher's list prices, video game covers, descriptions, etc. VCL shall have their own unique logins to select items, build carts, and submit selections to the Contractor, or notifications to the ordering officer, who will then submit the selections to the Contractor. 10. Selections shall be allowed at minimum once a month. 11. Must provide a pre-release list to plan upcoming months boxes. 12. Must provide a suggested monthly order shipment list to VCL. 13. Items received in error or in unacceptable condition shall be replaced and shipped to the customer at no additional cost. Return of such items shall not be required. 14. Shipping shall be via U.S. Postal Service First Class and Priority Mail, UPS, FedEx Ground, or similar to APO addresses, either New York, NY or San Francisco, CA. No international shipping is required. 15. No technical or physical processing is required. 16. The vendor shall ship items in complete kits on a monthly basis. Kits must be packaged and labeled separately for each location. 17. Must be able to dedicate customer service representative to resolve all service issues. 18. Must be able to provide material of new releases, current best sellers as well as a back catalog of older material. 19. Must be able to dedicate customer service representative to resolve all service issues. 20. VCL requires Best Value when evaluating vendors not lowest cost. 21. VCL must be able to test the platform to evaluate if it meets requirements. The Government will consider responses received within 15 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government competes this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. A determination not to compete this requirement based upon responses to this notice is an administrative decision by the Government that is solely within its discretion.
