This is a notice of proposed contract action and NOT a request for competitive quotations; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Responses must be submitted by the date/time listed on the notice. We are looking for a brief response with a list of past performance on similar projects within the last 5 years as well as a capabilities statement. Obtain Explosive Ordnance Disposal (EOD) equipment management services for AFCEC/CXD The contractor shall maintain (inspect, test, repair, upgrade, and distribute) specialized EOD equipment, conduct unit asset visibility reviews, reconstitute equipment, support strategic fielding initiatives, conduct Battlefield Airmen Rapid Refresh and Replenishment System (BARS) individual equipment management, perform trends analysis, and provide EOD Information Systems Support (EODISS) management. Tasks will be completed from three locations. The Contractor shall operate the EOD Equipment Management Facility (EMF) at Hill AFB, Utah, a government owned contractor operated facility established to inspect, test, repair, upgrade, maintain, and distribute centrally managed EOD equipment. In addition, contract personnel at Hill AFB shall perform asset visibility inventories with EOD units to compare accountability status documents and support centralized strategic fielding initiatives with AFCEC/CXD and the EOD equipment system sustainment office. The Contractor shall provide Trends Analysis, BARS management, Equipment Management, and EODISS liaison support for AFCEC/CXD located at Tyndall AFB, Florida and Joint Service EOD liaison support at Stump Neck Annex, Indian Head, MD.
