As a follow-up to Council on Environmental Quality (CEQ) Phase I updates and the follow-on Phase II updates and applicable regulatory updates, the Contractor shall develop an updated Department of the Air Force (DAF) Environmental Impact Analysis Process (EIAP) regulation (32 Code of Federal Regulation (CFR) Part 989) for review by the government. The proposed revision will address recommendations and new implementing rules proposed by the President's CEQ regarding execution of the National Environmental Policy Act (NEPA). The Contractor will make recommendations for an updated and revised list of Air Force Categorical Exclusions (CATEX) in support of DAF operations, will provide updates to other DAF policy documents effected by proposed revisions to 32 CFR 989, and will develop and finalize the DAF EIAP playbook for the Air Force Civil Engineer Center (AFCEC) to better codify environmental impact analysis execution procedures.
