The Department of the Air Force (DAF) is seeking a Consortium Management Organization (CMO) to establish the Defense Energy Consortium (DECo), a public-private partnership focused on financing and deploying energy resilience technologies for military installations worldwide. The goal is to achieve 99.9% energy resilience for critical missions by 2030, addressing nearly 4,000 resilience gaps. Unlike traditional consortia, DECo will rely entirely on private capital, with no guaranteed appropriated funding for the CMO or prototype projects. An Industry Day will be held on Monday, June 29th, from 11:00-12:00 EST. Performance locations include DAF installations in Germany, Greenland, Italy, Japan, Portugal, Spain, South Korea, Turkey, and the United Kingdom.

Unlike typical consortia, DECo will rely solely on private capital, with no guaranteed appropriated funding for the consortium manager or future projects. The selected Consortium Management Organization (CMO) will work at its own expense to raise investor funds, build membership, and negotiate novel terms for a Consortium Management Agreement (CMA). Performance will occur at DAF installations globally, including in Germany, Japan, South Korea, the United Kingdom, and other host nations. A virtual industry day will be held in the coming weeks, with details to be announced.
