Request for Information/Market Intelligence Notice: Repair Electrical Distribution System Switchgear Stations & Addition of Redundancy Cable Use of Progressive Design Build (PDB) with Other Transaction Authority (OTA)
This is a voluntary RFI/market-research notice—not a solicitation or RFP—seeking public industry input, with no award or cost-reimbursement obligation and an applicable NAICS 238210 small-business size standard of $19,000,000. The 11th Contracting Squadron at Joint Base Anacostia-Bolling (JBAB), District of Washington, is assessing a requirement to design-build upgrade, repair, and/or replace deteriorated Electrical Switching Stations B18 and B168 and establish high-voltage electrical redundancy cable. The effort is being evaluated as Progressive Design-Build (PDB) via Other Transaction Authority under 10 U.S.C. § 2808a, with early contractor involvement in Phase 1 design before Phase 2 construction commitment. Scope includes 100% executable design packages, FR3 air-insulated switchgear replacement, facility hardening, HVAC/lighting upgrades, an underground 4-circuit bidirectional interconnect (8 cables total), and wireless SCADA/telemetry for Air Force smart-grid connectivity. Interested firms are asked to provide company profile, OTA/PDB experience, acquisition-strategy feedback, bonding capability, and recommendations on collaboration, risk sharing, phasing, and pricing to shape the final acquisition approach.
