This proposed action is for the procurement of CAMEO licenses and support. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). The proposed source is DS Government Solutions Corp, located at 175 Wyman Street, Waltham, Massachusetts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government, if received by Tuesday, 16 August 2022 by 2:00 P.M. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The USAF is seeking to purchase the following software products: - 3x Nodelock (Machine Based) licenses of No Magic Cameo Enterprise Architecture - 3x Nodelock (Machine Based) licenses of No Magic Simulation Toolkit Plugin - 3x Nodelock (Machine based) licenses of No Magic ParaMagic Plug in - Annual user support service for all of the above licenses. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: In order to comply with AF Enterprise Product List constraints for software installation on AFNET and AF SIPRNet connected workstations, this purchase will need to secure license keys for software on release version 19_SP3. No Magic Cameo products are unique systems modeling and simulation support software. DS Government Solutions is the authorized government vendor for Dassault Systems, owner of No Magic. This purchase is pursuing a direct buy that will extend onto SIPR software capability that is already possessed on NIPR and Cameo file formats are not transferable to other systems modeling and simulation support software products. Due to DS Government Solutions being the sole source for the No Magic Cameo products and software. DS Government Solutions is the only source available as the software maintenance is proprietary to the GAMS Development Corporation. Period of Performance: One (1) year base period plus four (4) one-year option periods. Delivery Type: FOB Destination (As defined in FAR 2.101 - Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
