This action is for the acquisition of talent development professional services to automate, administer, and support its Enlisted promotional testing and Officer qualification testing worldwide in an on-line integrated platform. This requirement shall support all current and future personnel tests, the largest of which currently reside in separate programs under the Air Force Military Testing programs, Air Force Officer Qualifying Tests (AFOQT), and Weighted Airman Promotion Tests (WAPS). The contractor shall provide test delivery expertise to manage the delivery of online assessment solutions. The contractor will provide a single point of contact (POC) to manage and support overall service delivery to approximately 113,000 testers via an online platform at DAF owned sites and vendor owned and operated sites, located both on and off military installations (CONUS/OCONUS). Estimated test populations are 11,000 at vendor-owned testing centers, 11,000 at vendor-operated test centers at military locations, and 88,000 at DAF education center locations using a client-proctored model.
