An updated SOW has been attached. ** COMBINED SYNOPSIS/SOLICITATION ‘COMBO » Diversity and Inclusion Conference « (i) This is a combined synopsis/solicitation for the acquisition of commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Air Force District of Washington Contracting Directorate (AFDW/PK), 1500 W. Perimeter Rd., Suite 5750, Joint Base Andrews, MD 20762, intends to procure conference room space and audio/visual support for the Diversity and inclusion conference during 9-13 May 2022 and optional conferences slated for 1-5 May 2023, 6-10 May 2024, 5-9 May 2025, and 4-8 May 2026. (ii) Solicitation Number FA701422R0013 is issued as a Request For Proposal (RFP). (iii) The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04. The Government contemplates the issuance of a single Firm-Fixed Price (FFP) contract to satisfy this requirement. (ix) EVALUATION FACTORS: a The provision at FAR 52.212-2 is not included in the solicitation; evaluation criteria are described below: i. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1 Technical approach adhering to this solicitation and Statement of Work. (Acceptable/Unacceptable). 2 Distance from location to nearest metro station. (The location closest to a metro station will be evaluated more favorably) 3 Price. **NOTE: Third-party companies that offer logistical support will not be considered unless part of a teaming arrangement with the Hotel. The teaming arrangement must be presented with proposal** (x) INSPECTION & ACCEPTANCE TERMS: Services/Products will be accepted at location of performance. (xi) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The teaming arrangement must be presented with proposal** • The following have been tailored to this procurement and are hereby added via addenda. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Please address at a minimum parking options and fees, transportation including metro, busses, Pentagon and/or DCA shuttles, and cancellation/amendment policy. • The Government intends to evaluate proposals and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. (xii) AFFARS CLAUSE (a) 5352.201-9101 OMBUDSMAN (OCT 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
