This is a new sole source justification to modify existing contracts (FA701420D0003 -0010) to increase the ceiling of the multiple award Air Force Strategic Transformation Support (AFSTS) IDIQ from $990 Million to $2 Billion (for the overall program, not individually). Program requirements continue to reflect the high operational tempo and the urgent need for new capabilities required for new missions in support of highly complex issues across the Federal Government. With the influx of requirements (specifically the Department of the Army) and increased numbers of federal agencies requesting support that were not originally captured in the scope of the IDIQ, the ceiling value of $990M will no longer meet the increasing demand to support transformation initiatives for the Government. The Government requires contractor support to provide Advisory & Assistance Services (A&AS) to support the Federal Government through the Deputy Undersecretary of the Air Force, Management and Deputy Chief Management Officer (SAF/MG) in managing and improving strategic transformation initiatives at the enterprise level. These enterprise level transformations require a high level of expertise and experience across not only the public sector but also in the private sector as well. The Government requires contractors with a Defense Security Service approved Top Secret Facility Clearance and experience in transforming entities of similar size (Major Command or Federal Agency) and Fortune 300 Companies (tier dependent). The A&AS needed by the Government were only available from a limited number of responsible sources and no other type of services will satisfy the needs of the agency. To meet the Government's needs, a competitive two-tiered, multiple award IDIQ was awarded to a total of eight contractors (three (3) in Tier 1 and five (5) in Tier 2 with the ability to award Firm-fixed Price (FFP) and FFP-Level of Effort (LOE) Task Orders.
