This is a 100% small business set-aside for a firm-fixed-price purchase order to digitize the U.S. Air Force Academy’s herbarium of 1,800–2,400 dried plant specimens. The selected contractor will receive, barcode, photograph, catalog, and return the specimens to USAFA, with performance occurring at the contractor’s digitization facility. The award will be based on best value using a phased evaluation of price, technical capability, and past performance. Funds are not presently available, and the government reserves the right to cancel the solicitation.
