QA Atch 1 - Estimated Item Order Totals This combined synopsis/solicitation is issued as a request for quotation (RFQ) IAW FAR part 12 and part 13 under solicitation number FA700025Q0048. The RFQ number shall be used to reference any written quote provided under this RFQ. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 17 Jan 2025, DFARS Change 17 Jan 2025, and Department of Air Force Acquisition Circular (DAFAC) Change 2024-1016, effective 16 Oct 2024. The 10th Contracting Squadron at the United States Air Force Academy (USAFA) intends to award multiple firm fixed price five-year Blanket Purchase Agreements (BPAs) for the purchase, embroidery, screen printing, and delivery of alternate duty uniforms as specified in Atch 3 - 94th FTS Uniform Requirements_Salient Characteristics_Logo and Atch 4 - 98th FTS Uniform Requirements_Salient Characteristics_Logo and Atch 5 - Advance Soaring Uniform Requirements_ Salient Characteristics_Logo. It is USAFA’s intent to acquire only domestic end products per the Buy American Statute (41 USC Chapter 83), except as provided in FAR 25.103. Foreign offers will be evaluated in accordance with (IAW) DFARS 225.502 when comparing domestic and foreign offers. This requirement is for commercial off-the-shelf items; therefore, the manufacturing country of origin will determine if the quoted product is foreign or domestic. Atch 6_DFARS 252.225-7000 Buy American – Balance of Payments Program Certificate must be completed, signed and submitted with the quote.
