This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number FA7000-23-Q-0001 shall be used to reference any written quote provided under this RFQ. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-01; Effective 30 December 2022. This is a 100% set-aside for small business. All responsible small businesses may submit a quote, which if received timely, may be considered by the 10th Contracting Squadron, USAF Academy (USAFA). The quotes will be evaluated IAW FAR 52.212-2, found herein. Please read and comply with all requirements for submitting a quote under the solicitation instructions and the addenda to FAR 52.212-1. Failure to comply with all instructions contained within this synopsis/solicitation could result in the quote being ineligible for award. It is the quoter’s responsibility to ensure their quote meets all the requirements identified herein. The Government reserves the right to not award this contract to any offeror. The North American Industrial Classification System (NAICS) number is 112511- Finfish Farming and Fish Hatcheries and the size standard is $3.75M. The Service Code is 8905- Meat, Poultry, and Fish. Description of Service: The scope of this contract is to provide all personnel, tools, equipment, materials, supervision, administration, labor, and services necessary to ensure that rainbow trout are provided and delivered both timely and effectively to the predetermined destinations as specified by the government. These services shall be performed to resupply the fishing lakes on both USAFA and at Farish Recreation Area to accommodate recreational fishing for civilian and military residents.

The USAFA 10th Contracting Squadron is requesting information from potential providers of Fish Hatchery Services. United Sates Air Force Academy (USAFA) anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed is 112511. The size standard for NAICS is $3.25 Million USD. The requirement is to provide hatchery-reared rainbow trout in order to restock the recreational fishing lakes on USAFA as well as Farish Recreational Area. The contractor shall deliver 9 - 11 inch, whirling disease negative, rainbow trout to the five recreational fishing lakes on USAFA and the three lakes at Farish (approximately 5 miles from Woodland Park, Colorado). Trout shall be supplied approximately every 4 weeks from April through October. Salient Characteristics: Items requested are 9 - 11 inch, whirling disease negative, rainbow trout. We are interested in any size business that is capable of meeting this requirement. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. The Contractor shall provide all management and labor required for the operation and management of providing and delivering hatchery fish to the previously specified locations.
