This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ) in accordance with FAR part 12 and part 13 under solicitation number FA7000-22-Q-0056. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective April 26, 2022, DFARS Change Notice 04/28/2022, and the Air Force Acquisition Circular (AFAC) 2022-0502, effective May 2, 2022. The associated North American Industry Classification System (NAICS) is 813110, the Product Service Code (PSC) is G002. It is anticipated that a purchase order will be established with one quoter. This acquisition is a total small business set-aside. All responsible sources may submit a quote, which if received in timely manner, will be considered by the 10th Contracting Squadron, United States Air Force Academy (USAFA). DESCRIPTION OF REQUIREMENTS a. 10th Air Base Wing Community Chapel (10ABW/HC) seeking Auxiliary Catholic Priest services on an as-needed basis to support the Active Duty Catholic Priest Chaplain. This includes providing for and fulfilling all Catholic Priest roles and acting for the Active Duty Catholic Chaplain while the Active Duty Catholic Chaplain is unavailable for mission requirements, temporary duty (TDY), leave, or deployment. Contractor shall be responsible to provide for all duties for a congregation of approximately 500 individuals in accordance with the Performance Work Statement (PWS), Attachment 1. The Government anticipates needing services a total of approximately 146 events per year (see Attachment 2, Price Schedule for the CLIN breakdown). b. Contract Type: Firm Fixed Price c. Period of Performance: One-base year plus four one-year option period as follows: Base Period: 1 Aug 2022 – 31 Jul 2023 Option Period 1: 1 Aug 2023 – 31 Jul 2024 Option Period 2: 1 Aug 2024 – 31 Jul 2025 Option Period 3: 1 Aug 2025 – 31 Jul 2026 Option Period 4: 1 Aug 2026 – 31 Jul 2027 d. Notice to Offerors: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
