Period of Performance: All licenses will have a period of performance from 1 April 2022 – 31 March 2023. SOLICITATION REQUIREMENTS 1. In all instances throughout this solicitation, to include the applicable provisions and clauses, any use of the word "proposal" should be understood as "quote". All instances of the word "offeror" should be understood as "quoter". All instances of the word "award" should be understood as "order". 2. The provision at FAR 52.212-1, Instructions to Offerors—Commercial (Jan 2017), and the addenda listed below applies to this acquisition. a. Submission of offers. FAR 52.212-1(b) is amended to include the following: (1) Quoters must submit signed and dated quotes via the AFWAY portal. A copy of the quote shall also submitted via e-mail to the following points of contact: Ronald A. Wilson, Contracting Officer Email: ronald.wilson.26@us.af.mil Phone: (719) 333-4761 (2) Quotes must be submitted by 30 March 2022, 2:00 p.m. Mountain Standard Time. Quotes received after the specified date and time will be considered late and may not be evaluated. There is not a reasonable expectation that we will receive multiple quotes from vendors. The acquisition is unable to be completed with a mandatory source due to the education license not being available through the catalogs of Microsoft vendors on GSA and other platforms. Microsoft is the only brand name technically capable of meeting the requirements of USAFA. This software is critical to the Academy mission with the vendor providing the required desktop applications to most Air Force Academy agencies and cadets. Government and contractor support staff are trained on the use of the software. Microsoft has proprietary rights to this software and directly provides all upgrades, patches, and releases for the software, and all technical support. The Air Force and USAFA standardized on Microsoft Windows and Office over 21 years ago as the standard desktop operating system and productivity suite. In order for all USAFA personnel to be compatible with the Air Force, they need to either be covered under the AF Joint Enterprise License Agreement or USAFA's own Campus Agreement. USAFA is NOT covered under the JELA, therefore currently, it must acquire licensing elsewhere until the addition of the products to vendor catalogs or modification of the JELA occurs. The acquisition is unable to be completed with a mandatory source due to the education license not being available through the catalogs of Microsoft vendors on GSA and other platforms.
